I think my pickit3 had one issue, when I using MPLABX, MPLAB IDE to connect with my target board, It appear on alarm message about voltage, as my image below ( mach2.png), pickit3 using 3.3v & my target board using 5V, I had viewed manual of Microchip about modification to pickit3 low voltage operator, check R26, R43, R45 is 0 ohm, maybe this is reason can not connect pickit3 to CCS pic compiler,
